The Board of Equalization is going paperless. In its most assertive effort yet, the BOE will begin implementation of its Electronic Transition Plan (ETP). Under the plan, sales and use taxpayers will be transitioned from paper to electronic filing (e-filing) via the Internet. You may have already received a letter from the BOE notifying you that you will no longer receive paper returns.
Why is the BOE transitioning to e-filing?
The goal of going paperless is to create efficiencies and generate cost savings inherent in doing business electronically. The BOE currently prints, mails, and processes over three and a half million sales and use tax returns annually. E-filing allows the BOE to achieve this goal and at the same time provide taxpayers an easy, quick and accurate method to file a return.
When will my account be transitioned to e-filing?
Over the next two years, the majority of sales and use tax accounts will transition from paper to e-filing one group at a time based on their account type and reporting basis. Taxpayers will be notified well in advance of the effective date of the transition of their account.
The first group to go paperless are new taxpayers that register for a seller’s permit on or after July 1, 2008.
The next group, existing single location quarterly prepayment accounts will begin their transition to e-filing effective with their third quarter 2008 return, due October 31st.
What are the benefits of e-filing?
E-filing benefits everyone. For taxpayers, it’s convenient, fast, secure and the most accurate way to file a sales and use tax return or prepayment. For California, e-filing reduces the cost of government and reduces paper and printing costs making it environmentally friendly.
Where do I begin?
There are several e-filing options available on the BOE website. The BOE offers a free option, BOE-file. In addition, taxpayers may also choose from two fee-based electronic service providers. Click here to begin.

Can I choose to participate before my account is transitioned?
Yes. You can voluntarily discontinue receiving paper returns right now if your account is eligible to e-file.
What if I am unable to e-file at this time?
If you are unable to e-file due to a personal hardship, you may qualify for a one year exemption. More information regarding this exemption can be obtained by contacting our Customer Service Representatives at 800-400-7115 from 8 a.m. to 5 p.m. Pacific time, Monday – Friday, except state holidays.
